Intoxicated Driver Program Best Practices Guide

This guide was developed to assist Intoxicated Driver Program agencies and assessors in delivering effective, equitable, and person-centered responses to substance use within the Intoxicated Driver Program framework documented in Wis. Admin. Code ch. DHS 62.

Wis. Admin. Code ch. DHS 62 governs the assessment and driver safety planning process for people with operating while intoxicated offenses in Wisconsin. The intent of Wis. Admin. Code ch. DHS 62 is to reduce recidivism by ensuring people receive appropriate assessment for therapeutic intervention, grounded in a plan that supports behavior change and increased public safety.

This guide reflects the Intoxicated Driver Program's to continuous quality improvement and the importance of collaboration between state and local partners. It is not intended to replace administrative code. It is intended to support the implementation of administrative code by highlighting practices that meet today’s clinical and ethical standards to strengthen consistent application of the Intoxicated Driver program framework across the state while recognizing that each jurisdiction faces different structural and resource challenges.

Language
Substance use assessment and treatment practices have evolved significantly since Wis. Admin. Code ch. DHS 62 was established in 2006. Wis. Admin. Code ch. DHS 62 remains grounded in DSM-IV diagnostic criteria and terminology reflective of standards in place in 2006. Today's clinical and public health practices rely on the DSM-5 and emphasize person-first, recovery-oriented language. When possible, this guide incorporates recent terminology and approaches aligned with the DSM-5 and current standards of care, including those outlined in Wis. Admin. Code ch. DHS 75.
