Birth to 3 Program: Program Participation System
Share Your Input
Wisconsin is updating the Wisconsin Model Early Learning Standards (WMELS). We’re inviting parents, caregivers, and professionals who support children from birth to first grade to complete a 15-minute survey to help shape what’s included and how it’s delivered.
The Program Participation System (PPS) records Wisconsin’s Birth to 3 Program referral, enrollment, transition, and outcome data. Learn about the Program Participation System (PPS) on the PPS webpage. You may also reference the Birth to 3 Program Participation System (PPS) User Guide, P-02344 (PDF).

Security officers
Every Birth to 3 Program has a designated security officer. The security officer provides individuals within their organization access to PPS. The Program Participation System (PPS) Security Officer (SO) Directions (PDF) covers how to receive a Wisconsin Access Management System (WAMS) ID. It also shows how to register to use PPS as the security officers, as well as how to set up additional users.
