Children’s Long-Term Support: Eligibility and Enrollment Streamlining Reports

There are eligibility and enrollment streamlining (EES) reports for support and service coordinators (SSCs) at county waiver agencies. Reports can help manage caseloads in EES for the Children’s Long-Term Support (CLTS) Program. They also show EES data.

SAS

SAS Institute has developed the new Enterprise Data Warehouse/Data Analytics and Reporting (EDW/DAR) Solution, referred to as SAS. SAS will house data pulled from different Wisconsin Medicaid systems such as Program Participation System (PPS), ForwardHealth interChange, and Functional Screen Information Access (FSIA).

EES waiver agency reports

County staff with approved access can get reports from the ForwardHealth Waiver Agency Portal (interChange). We call these Portal EES (or “OnBase”) reports. They run on the first of each month. The exception is the Predictive Disenrollment Report. It runs after CARES (Client Assistance for Re-employment and Economic Support System) runs a monthly adverse action cycle. This ensures data on kids losing Medicaid eligibility is up to date.

Below are a list of reports and what they include:

  • Total Member List Report—Lists all kids with active enrollment in your county in the last month. Includes:
    • Names
    • MCI (master customer index) numbers
    • Dates of birth
    • Level of care information
  • Enrollment Change Report—Lists all kids who had updates to their enrollment in the past month. Includes:
    • initial enrollments
    • Re-enrollments
    • Suspensions
    • Disenrollments
  • Disenrollment Report for Waiver Agencies—Lists kids who went through disenrollment from the CLTS Program in the past month.
  • Link Report for Waiver Agencies—Lists kids with more than one ID who had records linked in the past month. Used to see MCI changes.
  • Predictive Disenrollment Report—After an adverse action, lists kids scheduled for disenrollment at the end of the current and next calendar months. Must be for these reasons:
    • The child ages out of the program. This happens on the last day of the month they turn 22.
    • The child loses functional eligibility.
    • The child’s Medicaid ends.
    • The recertification due date falls within the reporting period.
    • A yearly functional screen or level of care determination is due.

This report comes in a static text format. You can print it but can’t sort the data. You can copy and paste it into Excel though.

The Predictive Disenrollment Report is often ready in the middle of each month, two days after adverse action. The CARES calendar shows exact dates. You also can get a weekly version of this report. It’s an Excel spreadsheet in each county waiver agency’s folder. Find it on the Business Objects Webi interface.

Data Warehouse reports

You can find Data Warehouse reports in the Business Objects Webi interface. EES data loads into the Data Warehouse each week. Reports include:

  • CLTS Waiver Enrollment Report—Lists kids who had active enrollment in the past week. Available as an Excel spreadsheet in each county waiver agency’s folder. Reports update every Monday by 10:00 a.m. Report includes:
    • Address
    • CARES case number
    • Date of birth
    • Katie Beckett details
    • Medicaid benefit plans
    • Waiver enrollment
  • Re-Screen EES Report—Combines EES and functional screen information access data. Used to find kids who have screens that are due soon. Also has tabs for:
    • Aging out (17 1/2–18 years old)
    • Disenrolled current month
    • Disenrolled last month
    • Disenrolled next month
    • Enrolled within last 90 days
    • Over 18
  • Re-Certification EES Report—Combines EES and CLTS Functional Screen data. Used to find kids who have recertifications that are due soon. Also has tabs for:
    • Aging out (17 1/2-18 years old)
    • Disenrolled current month
    • Disenrolled last month
    • Disenrolled next month
    • Enrolled within last 90 days
    • Over 18
